According to official statements of the leadership of the Republic of North Ossetia-Alania, the Zaragamskiye hydropower plants (HPP) will be put into operation in less than a month. Local media presents the coming event as a kind of «milestone», capital «breakthrough» in providing the republic with electricity. As regards «breakthrough» - this is true, the dam failure is guaranteed. And when it is broken, the disaster will happen. However, everything in order.
To begin with, the discussions of «energy independence» of North Ossetia, ostensibly guaranteed by operation of Zaragamskiye hydropower stations, seem to be rather questionable. It says, for example, that with putting of HPP into operation the republic will be able to provide itself with electricity at 80%. However, calculations of independent experts offer us different arithmetic, and in this case the result clearly falls short of promised 80%. In the words of one of movie characters, «the small lie creates big distrust». One meet lies here, by the way, at every turn. And not small ones - supporters of the project prefer to tell major lies. An obvious illustration for this is archaeological excavations in the area of Zaramagskiye HPP. Officials swore that the discovered burial grounds would not be damaged in the course of realization of the project, but most of them have been already flooded. That is, the public was deliberately misled about the extent of damage, already suffered by the cultural heritage of North Ossetia in particular, and the North Caucasus as a whole. Well, sepulchers are havens of dead. Much sadder is the fact that abode of living people will be subjected to flooding - the housing grounds, where ordinary villagers live. Indeed, have already been subjected to, so yesterday’s living are today among the dead. 92-year-old local resident Lyubov Grigoryevna Dzhanayeva saw the water, circulating at the location of HPP, closely approached her house and flooded utility structures in the yard. In protest, the elderly woman went on a hunger strike. When the old lady felt very bad, she was transported from the village to Vladikavkaz and placed in a hospital. But the elderly woman was still refusing to eat and died a few days later. Two of her fellow villagers also were in the hospital: one - with a heart attack, the other - with the stroke. I would assume that these are not last victims of «the energy welfare of North Ossetia». I turned to all possible instances: the republican Prosecutor's Office, the FSB Department for Countering Corruption, the sixth division of the Interior Ministry, personally to the head of North Ossetia Taimuraz Mamsurov. Alas - things haven’t got forward an inch. But, as is known, it’s good fishing in troubled waters. «Fishers» have already queued up for water which threatens to flood the entire environs. A great deal of money is supposed under the program for the resettlement of people in a safe place, which our leadership would like to use at their discretion. From the Russian budget have been already allocated 1 billion 200 million rubles. But where is this money? The answer is simple: a significant portion has been appropriated by our officials. On this issue in October last year, I applied to the reception room of North Ossetian regional branch of the party «United Russia». They ordered the republican Ministry of Internal Affairs to understand the situation. As a result, the fact of misappropriation of 10 million rubles has been confirmed, and the case was sent to the Prosecutor's Office of Alagir district. Eight months have passed, but nothing is heard of the disappeared money. Among the consequences of the coming catastrophe there is the destruction of Transkam. No Transkam - no South Ossetia. This federal highway along the whole length passes through the territory of the Russian Federation, being the only motor highway linking South Ossetia with Russia. In case the dam is burst through, Transkam will be totally and irrecoverably destructed (due to denudation of slopes), what will lead to almost complete transport isolation of South Ossetia with the absolutely predictable consequences for it. But this is not the worst thing. I want to remind the North Ossetian leadership: in case of dam failure, which invariably happens after the launching of the Zaramagskiye hydropower plants, a giant water column, minimum 16 meters high, will fall on the surrounding villages. In fact, it will be a tsunami with all the typical destructive consequences. All settlements will be subjected to the threat of destruction, up to the city of Ardon, populated by 65 thousand people. In addition to everything, a tailing dump of Sadonsky Lead-Zinc Ore-dressing and Processing Enterprise, containing lethal cyanides as well, will be washed away and carried to the Caspian Sea by the waters of rivers Ardon and Terek. June 17, on the opening day of the Congress of Ossetian people in Vladikavkaz, we organized a picket near the building of the Ossetian Theater, where the congress was held. In the protest took part approximately 50 people - residents of the villages, which will soon be flooded. On the second day of the congress - June 18 - I managed to get into the theater and voice our position. As a result, the Congress decided: to send to Russia’s law enforcement a request to understand the situation and address to the President of Russia Dmitry Medvedev a telegram with similar content. It’s a good and correct decision, but, unfortunately, it has no legal effect, being just a recommendation. However, we do not need much: at least, in the near future should be conducted a detailed seismic examination. Indeed, a tectonic fault in the zone of the operation of Zaramagskiye HPP is fraught with mortal threat. |
