But this time the sharks of pen and microphone were not interested in the facts of corruption among teachers, doctors, military offices and other "mere mortals". TV reporters and newspaper people focused on the corrupt officials of larger caliber - bureaucrats and law enforcement officials. One of the questions addressed to the leadership of the Republican Investigative Committee, directly related to the illegal privatization of eighteen objects of the Vladikavkaz municipal property. - Charges have been brought under the articles of the Criminal Code, providing for abuse of power, negligence, - said the head of the Investigation Department of the Investigative Committee at the Prosecutor's Office of Russia to the RNO-A Konstantin Uskov, - the guilt of a person involved in this case, a state official, has been proved. The decisive word is left to the court, which must finish the case. But for some reason the case is going on. It turns out that investigators still have many questions to some of the colleagues of the denounced corruptionist. - It is a mystery to me that to this day, local authorities and other interested parties have not filed a single claim in the courts for the return of objects of illegally privatized property, - confessed Mr. Uskov, - all these factors are no longer in our competence. So, the person, who illegally snatched the state property, has been convicted, but will not the property be taken away? Actually it turns out - a crime without punishment. This is North Ossetian version of "corporate solidarity", expressed by the phrase "crows do not pick crow's eyes". A crow or a thief? "In such conditions we have to work", - complain investigators. But in spite of mutual guarantee and protection of the powerful, have been filed eleven criminal cases against those so-called persons of "special legal status". In this "black list", by the way, appeared such respected people in the country, as members of the Assembly of Representatives, the head of the municipality, a lawyer, investigator of the investigation department of the Interior Ministry, deputy chairman of the territorial election commission... Local victories of the employees of the Investigation Department of the Investigative Committee meet active resistance at the anti-corruption front. Opponents of "tightening the screws" tried to make a return shot... by the same weapon. That is - they accused of corruption manifestations the staff of the Investigation Department of the Investigative Committee. After one of the complaints unexpectedly came a commission from the central office of the Investigative Committee under the Prosecutor's Office of Russia. However, "no sensational facts have been identified, and our department continues to work as usual", - said Konstantin Uskov. But not everything is so unclouded in the law enforcement system itself. It's no joke: in 2009 the number of prosecuted law enforcement officers has increased three times... One cannot say - "the progress is obvious". According to the head of the Investigation Department of the Investigative Committee, components of the unconditional regress are "arms traffic, beating of suspects, illegal drug trafficking".
