Football fans getting out of the underground

In Nalchik took place an unprecedented event for Russian football - the leaders of fan movements of 16 Premier League clubs sat down at the negotiating table for the first time. To discuss how to live further. A lot of problems have accumulated: in the relations of fans of different clubs with each other and police service, behavior on the stands - «what is good and what is bad?»; provocative banners and how to combat this phenomenon, etc.

The initiative of holding such a meeting was shown by leadership of the Russian Football Premier League. In Nalchik came the President of RPFL Sergei Pryadkin, Director of the Russian Football Union Department for the competition Sergei Kulikov, head of the All-Russian organization of fans (VOB) Alexander Shprygin, members of fan movements of all clubs of the Russian Premier League. The meeting was attended by representatives of the Ministry of Internal Affairs in YUFO and KBR.
Opening the meeting, Sergei Pryadkin thanked organizers of the meeting, who showed cordiality and hospitality, in person of vice-presidents of FC «Spartak Nalchik» Andzor Belimgotov and Mukhamed Ezdekov. He said that the southern region is chosen for such a forum not by accident - here is observed the greatest development of mass football, this sport is very popular. Sergei Pryadkin informed all that a policy document «Behavior rules for fans at the stadium» is being worked out. It involves personal responsibility of fans for their behavior at a football match and acceptable police actions. The new rules come into force this year, obviously, immediately after the break in the championship of Russia. At present the document is waiting for signature of the Minister of Internal Affairs of Russia Rashid Nurgaliyev.
The leader of the fan movement of Moscow «Spartak» «Phratry» Ivan Katanayev said that, unfortunately, they had to talk about unpleasant things. For example, about offensive banners appeared at the games with Nalchik «Spartak» in Moscow and with «Rubin» in Kazan. The popularity of Moscow «Spartak» has «reverse of the coin» - one cannot control all the fans, support groups of Moscow «Spartak» come to matches from other cities as well. «We also suffer from such provocations, - said Ivan Katanayev, - suffice it to say that after the incident in Kazan a criminal case has been started, and the leaders of all fan groups of Moscow «Spartak» have been to Petrovka, 38.
Both Alexander Shprygin and Ivan Katanayev voiced claims to the press. It turns out that such negative incidents are being discussed in the press for weeks, but the charity events, like the recent «Football for fans, but not for provokers» remain unnoticed. The leader of the fan-club of Nalchik «Spartak» «Red-White Djigits» Murat Mizov objected to this, but why should not the press write about provokers? In the year of debut of the Nalchik «Spartak» the metropolitan press excitedly wrote about the stones thrown in Nalchik to the guest sector, and remember this till now, but in case with the authors of provocative banners nobody has yet been punished.
Sergei Kulikov, having recently visited Vladikavkaz as inspector of the football match, made a positive example of the fans of Vladikavkaz «Alania», who themselves reveal football vandals and prevent their actions. Sergei Pryadkin hoped that this meeting would be a breakthrough in dealing with hostile relations between the fans; that personal contacts between them and mutual hospitality would remove the ground for conflicts. By the way, he noted that from next year the presence of own fan club would be one of the conditions when licensing. So, the fan movement gets out of the underground and becomes legal. Alexander Shprygin said: «We have passed all stages - from the police «separator» to the creation of VOB.
The leader of the fan-club of FC «Terek» «Nokhcho» Saikhan Soslanbekov said that they, in principle, had no problems with fans of other clubs. There have been, however, claims from some fan groups that at Grozny stadium it is banned to uncover up to the waist, what is practiced by some clubs. «One should not be offended, but take into account local traditions, mentality, as we consider this indecent», - Saikhan noted.
Much attention was paid to the relations of fans with the militia. In this respect, one mentioned most often the cities of Kazan and Krasnodar. In Kazan, the arrived fans had to face a humiliating search procedure - up to underwear and socks, girls included. The leader of fans of Kazan «Rubin» admitted the facts and gave hope that mutual understanding began to improve with the change of local chief of the public militia. Toughly acts the militia in Krasnodar, not letting fans show emotions at the stadium. And the local fans suffer from it most of all. According to the leader of the fan club of FC «Kuban» Roman Zhukov, it got to the point where the police torn season tickets. When the fans of «Kuban» received the permission from the city administration to the so-called in fan slang «passage» (marching of fans along the streets to the stadium), the leadership of Krasnodar militia, counter to the city authorities, banned the action with a simple phrase - «Moronism»... Two representatives of the fan movement of Moscow «Dinamo», despite the fact that this is the club of law enforcement agencies of Russia, also laid claims to militia officers in the regions. «As soon as we leave Moscow, we hear «your rights end outside MKAD» - stocky fans of «Dinamo» said. «But our rights end when we cross MKAD from the other side», - Roman Zhukov ironically commented on behalf of provincials. Was mentioned the famous Rostov «sandwich» - the fans in guest sector are alternated with militia officers in the Don capital.
The Deputy Minister of KBR Internal Affairs Sergei Kasumov, having welcomed «the country’s football public», as he put it, said that the police, of course, should respect the rights of fans, but the fans should not deliberately go to conflicts. He gave examples when he received fans from other cities in his office after the match, treated them before their departure. (It should be noted that there have been no conflicts between militia and fans in Nalchik). But at the same time, he emphasized that one should not allow drunken fans walking through the city before match, at least for the sake of their own security - «we also have too many hot heads».
Sergei Pryadkin said that all the stated problems had been heard on this forum, and the fans’ wishes would not be ignored. At the end of the meeting the leaders of fan organizations expressed hope that this meeting would give positive results in the near future. Such meetings, in their view, should become regular. And one should think that a visit to Prielbrusye the next day, sightseeing and cultural programs provided by the organizers of the meeting, convinced the fans of that view even more.
